Retain candidate, scope version, reviewer, date, evidence links, gate states, ratings and unresolved questions. Have the owner and finance lead score independently before discussing differences. Ask a technical professional to assess the technical row; do not let a commercial researcher certify a filing position.

Re-score only when new evidence arrives, preserving the earlier version. At renewal, reuse the same framework with actual delivery evidence and next-period commitments. A supplier who was appropriate for a transaction may no longer be the best annual solution.
