Worked example: the higher score does not override a failed gate

Fictional Candidate A receives ratings of 3, 3, 2, 4, 3, 2, 2, 3, 3 and 2 in table order. Its weighted score is 68.50/100. It has strong sector examples but incomplete implementation and external-cost detail.

Fictional Candidate B receives 3, 3, 4, 3, 3, 4, 3, 4, 3 and 4, scoring 83.25/100. However, no acceptable transfer arrangement exists for sensitive owner records: the information-handling gate is unresolved. The purchasing decision is to resolve that gate, not declare B approved because its numerical score is higher.

These examples illustrate arithmetic and decision logic only. They do not describe actual providers.
